Abstract:
This coverage shows the extent of lands controlled by irrigation districts and companies for the Dungeness watershed on the northern Olympic Peninsula in 1994. Irrigation companies were formed during the early years of settlement by farmers who joined together in cooperative efforts to transport water from the river to their lands. These companies had very little contact with or control by government entities such as the State of Washington. In later years of settlement when water needed to be transported over greater and more difficult distances, and the costs were greater, irrigation districts were set up with the help of the state. These two systems are reflected in the district and company boundaries of the coverage. After adjudication of water rights in 1924 (see 1924 irrigation district and company map) members of the companies and districts resolved the apparent overlaps of company areas informally. As part of this resolution, they developed agreement on covered territory, though individuals could still buy shares in more than one company. The 1994 map is derived from boundaries the companies worked out among themselves, and has gained legitimacy simply by being mapped.
Purpose:
The purpose of this coverage is to illustrate the development of the irrigation system of the Dungeness watershed between 1924 and 1994. In concert with the 1924 irrigation map and past and present land cover maps the changes in irrigation water use can be established. This coverage was also overlaid on a land cover / irrigated area coverage to come up with a composite coverage of water use by land cover type.
